Speaking at the PULSE 2026 summit in Mumbai on March 27, 2026, Chief Minister Devendra Fadnavis outlined Maharashtraโ€™s ambitious vision to become a leading global destination for integrated healthcare, medical education, and innovation as part of the Viksit Maharashtra 2047 goal.

Glimpse:

CM Fadnavis emphasized making quality and affordable healthcare accessible to every citizen within a 5-8 km radius through strengthened primary care, seamless referral systems, telemedicine expansion, and AI integration. Key proposals include setting up an Indian Institute of Public Health in Nagpur and boosting domestic API production, while partnering with global players and Wadhwani AI for better outcomes in TB, maternal health, and primary care.

Maharashtra is charting a bold path to position itself as a global leader in integrated healthcare and recovery. Addressing the PULSE 2026 summit organized by the stateโ€™s Medical Education and Drugs Department in Mumbai on March 27, 2026, Chief Minister Devendra Fadnavis highlighted that the sector would serve as both a social responsibility and a major engine for innovation, investment, and economic growth under the Viksit Maharashtra 2047 vision.

The Chief Minister stressed the governmentโ€™s clear target of ensuring every resident has access to affordable, high-quality healthcare services within a 5-8 kilometre radius of their home. This goal involves reinforcing primary and secondary care facilities, creating strong referral linkages, and eliminating geographical barriers to timely treatment. An integrated care model is being developed that connects early diagnosis at the district level to treatment at regional centres and advanced tertiary care at specialized institutions, ensuring better continuity of care for patients.

Fadnavis announced plans to establish an Indian Institute of Public Health in Nagpur, which will focus on public health literacy, research, epidemiology, and strengthening health systems to support evidence-based policymaking and long-term preparedness. The state is also expanding telemedicine services and leveraging partnerships, such as with Wadhwani AI, to apply artificial intelligence in critical areas like tuberculosis control, maternal and child health, and primary healthcare delivery. Additionally, efforts are underway to strengthen medical colleges, increase super-specialty services, and invest in infrastructure, including facilities for the indigenous production of Active Pharmaceutical Ingredients (APIs) to enhance self-reliance in medicines.

The PULSE 2026 platform aims to foster collaborations across medical education, workforce development, health technology, and research through global partnerships, greater academic autonomy, and increased research capacity. These initiatives reflect growing confidence in Maharashtra as an attractive destination for long-term healthcare investment. By shifting from a purely reactive system to one that is proactiveย  focusing on prevention, risk anticipation, and improved outcomes the state seeks to build a future-ready, inclusive, and technology-driven healthcare ecosystem.

This comprehensive roadmap, which includes schemes like the Mahatma Jyotiba Phule Jan Arogya Yojana, is expected to drive significant advancements in accessibility, quality, and innovation while preparing the next generation of doctors through enhanced training and global exposure.

โ€œOur clear objective is to ensure that every citizen of Maharashtra has access to affordable and quality healthcare within a 5-8 km radius of their home. This integrated approach will ensure continuity of careโ€
