Highmark Health Appoints Former UnitedHealth Executive Heather Cianfrocco as Chief Operating Officer

Highmark Health has appointed former UnitedHealth Group executive Heather Cianfrocco as its new Chief Operating Officer (COO), strengthening the organization’s leadership team as it continues expanding digital transformation and integrated healthcare initiatives.

Cianfrocco brings more than two decades of healthcare leadership experience, most recently serving in senior executive roles at UnitedHealth Group, where she played a key role in driving operational strategy, technology modernization, and healthcare delivery transformation.

At Highmark Health, she will oversee enterprise operations across the organization’s health insurance, provider network, and technology divisions. Her responsibilities will include improving operational efficiency, accelerating digital innovation, enhancing customer experience, and supporting long term strategic growth initiatives.

The appointment comes at a time when healthcare organizations are increasingly investing in AI, Data Analytics, Digital Health Infrastructure, and Integrated Care Models to improve care delivery and reduce operational complexity. Highmark Health has been actively expanding its technology capabilities through partnerships, digital platforms, and enterprise modernization efforts.

Before joining Highmark Health, Cianfrocco held multiple leadership positions at UnitedHealth Group and Optum, where she worked on areas including healthcare operations, technology integration, consumer engagement, and value based care strategies. Industry analysts view her appointment as a strategic move aimed at strengthening Highmark’s competitive positioning in a rapidly evolving healthcare landscape.

Executives at Highmark Health stated that Cianfrocco’s expertise in healthcare operations and innovation will support the organization’s mission of building a more connected, efficient, and patient centered healthcare system.

The move also reflects a broader trend across the healthcare industry where major payer provider organizations are recruiting leaders with deep experience in Digital Transformation, AI-Enabled Operations, and Integrated Healthcare Delivery Systems to navigate rising costs, workforce challenges, and growing consumer expectations.
