India and Venezuela recently reaffirmed their commitment to deepen cooperation in health, pharmaceuticals, digital public infrastructure and technology under a broader bilateral pact signed during the 5th Foreign Office Consultations. The move signals growing South-South collaboration in health systems, digital transformation, and shared innovations.

Under a February 2025 MoU, the two nations committed to sharing population-scale digital solutions including in health, governance, and citizen services leveraging India’s expertise to support Venezuela’s digital transformation efforts.
On 26 November 2025, India and Venezuela held their 5th Foreign Office Consultations (FOC) in New Delhi. The meeting co-chaired by India’s Secretary (East) and Venezuela’s Vice-Minister of Foreign Affairs brought into focus a wide array of cooperation areas. Alongside traditional areas like trade and agriculture, both sides formally agreed to deepen cooperation in health, pharmaceuticals, digital technology, and digital public infrastructure (DPI).
According to the joint statement issued by the Ministry of External Affairs (MEA), the cooperation roadmap will involve exchange of expertise, technology transfer, and collaborative efforts in health-sector capacity building. This includes increasing access to medical supplies, pharmaceuticals and vaccines; leveraging India’s strong generics/manufacturing base; and exploring collaborative production or distribution for the benefit of Venezuelan public health systems.
In the digital-tech domain, the partnership draws on a 2025 agreement (MoU) under which India and Venezuela committed to share “successful population-scale digital solutions” implemented under India’s digital governance programmes. The focus includes applying digital infrastructure to citizen services, health records, AI-enabled platforms, and other public-service applications in Venezuela.
Beyond government-to-government cooperation, the discussions include opportunities for Indian pharmaceutical exporters, life-sciences firms, and MedTech companies to supply medicines, diagnostics or medical-device solutions to Venezuela potentially filling gaps created by existing supply constraints in Latin America.
Officials from both sides emphasized that this partnership reflects the “spirit of South-South cooperation,” building on decades of friendly diplomatic relations, and aims to promote sustainable development, healthcare access, and technological empowerment for Venezuelan citizens while creating new export and collaboration opportunities for Indian health-tech and pharma sectors.
