ASTP/ONC Pushes HTI-1 Deadline to February 2026 After Shutdown Disruptions Relief for Health-IT Developers

ASTP/ONC has granted health-IT developers an extension until February 28, 2026 to meet key HTI-1 certification requirements, after a 43-day federal shutdown disrupted access to compliance tools, testing portals and support channels  easing pressure on vendors, especially smaller ones.

Glimpse:

Because the U.S. government lapse disrupted access to essential compliance resources, many developers found themselves unable to validate or update their health-IT modules in time for the original January 1, 2026 deadline. ASTP/ONC will refrain from enforcement actions related solely to missed deadlines until March 1, 2026  giving vendors extra breathing room to complete required updates.

The 43-day federal shutdown  which cut off the website, testing tools, and technical-support services of ASTP/ONC  severely hampered the ability of many Health IT (HIT) developers to meet the certification requirements under HTI-1 (Health Data, Technology, and Interoperability rule). 

In response, ASTP/ONC announced a formal extension: health-IT developers now have until February 28, 2026 to complete mandated updates and achieve HTI-1 compliance  rather than the earlier January 1 deadline. The agencies will not exercise direct review or enforcement (solely based on missed deadlines) before March 1, 2026. 

The HTI-1 requirements cover a broad set of functionalities: updated support for patient demographics & observations, family health history, transitions of care, care-plan modules, clinical-information reconciliation, public-health reporting (immunization, registries), and FHIR-based APIs for patient/population services. 

Many smaller vendors had voiced concerns that the original timeline  especially given the shutdown disruptions  was unrealistic. According to trade-group representatives, the forced downtime left them “flying blind” without access to testing or support, undermining their ability to certify on time. 

With the extended deadline and enforcement pause, developers now have more breathing room to finalise updates, complete testing, and coordinate with customers to roll out compliant modules  reducing risk of non-compliance penalties or disruption to deployment cycles.

“The enforcement discretion window gives us essential breathing room especially smaller vendors who were slammed by the shutdown and had no access to compliance tools.”
