RailTel Corporation of India has won a ₹56.71 crore project to implement Hospital Information Management Systems (HIMS) and digital infrastructure across seven government medical colleges in Assam, enhancing patient care, operational efficiency, and integration with national digital health ecosystems.

Glimpse:

The project covers key institutions like Gauhati Medical College, Assam Medical College (Dibrugarh), and others, deploying modules for registration, EHRs, labs, pharmacy, and telemedicine. Funded under central schemes, it aims for paperless operations, real-time data sharing, and better resource management addressing Assam’s healthcare challenges in a state with growing medical education and patient loads.

RailTel Corporation of India Ltd., a public sector undertaking under the Ministry of Railways, has clinched a significant ₹56.71 crore contract to digitize health services in seven major government medical colleges across Assam. This initiative, awarded by the state health department, focuses on rolling out comprehensive Hospital Information Management Systems (HIMS) and supporting digital infrastructure to modernize tertiary care delivery.

The targeted institutions include prominent colleges such as Gauhati Medical College (Guwahati), Assam Medical College (Dibrugarh), Silchar Medical College, Jorhat Medical College, Tezpur Medical College, Fakhruddin Ali Ahmed Medical College (Barpeta), and Diphu Medical College. These centres serve as critical hubs for medical education, specialized treatment, and referral care in Assam’s diverse regions.

Key components of the project include:

Core HIMS modules: Patient registration, OPD/IPD management, electronic health records (EHR), laboratory information systems, radiology, pharmacy, and billing.

Telemedicine integration for remote consultations and specialist outreach.

Networking and hardware upgrades for seamless connectivity.

Alignment with national platforms like Ayushman Bharat Digital Mission (ABDM) for ABHA IDs and interoperable records.

This digitization drive will enable paperless workflows, reduce patient wait times, improve data accuracy, and facilitate real-time monitoring by administrators. It addresses longstanding issues like manual records, duplication, and delays in Assam’s public medical colleges, which handle high patient volumes from rural and urban areas.

RailTel, with its expertise in ICT projects (including e-hospital implementations elsewhere), will execute the work on a turnkey basis. The project aligns with broader national efforts to strengthen healthcare infrastructure in Northeast India, potentially qualifying for incentives under digital health schemes.

This win reinforces RailTel’s growing footprint in health-tech, following similar mandates in railways and other states, and underscores the push for efficient, transparent public healthcare systems.

“This project will significantly enhance healthcare delivery and management in Assam's medical colleges through advanced digital solutions.”
