HSCC and BEL Join Forces to Strengthen India’s Healthcare and Medical Devices Capabilities

HSCC (India) Limited, a Government of India enterprise under the Ministry of Health and Family Welfare, has signed a strategic Memorandum of Understanding (MoU) with Bharat Electronics Limited (BEL), India’s premier defence electronics company, to collaborate on the design, development, manufacturing, and deployment of advanced medical devices and healthcare infrastructure solutions. The partnership aims to boost indigenous production of high-technology medical equipment, reduce import dependence, and enhance self-reliance in critical healthcare technologies.

The MoU, formalised on January 20, 2026, leverages BEL’s expertise in precision electronics, miniaturisation, and ruggedised systems with HSCC’s deep experience in hospital planning, procurement, and healthcare project execution. The collaboration targets key areas such as diagnostic imaging devices, patient monitoring systems, ventilators, surgical robotics components, telemedicine solutions, and modular hospital infrastructure. It aligns with the Atmanirbhar Bharat and Make in India initiatives, with initial focus on developing cost-effective, high-quality medical devices for public and private healthcare facilities nationwide.

HSCC (India) Limited and Bharat Electronics Limited (BEL) have entered into a landmark Memorandum of Understanding to jointly advance India’s capabilities in medical device manufacturing and healthcare infrastructure development. The agreement, signed in New Delhi on January 20, 2026, brings together two government-owned powerhouses one specialised in healthcare project management and the other in cutting-edge electronics and defence-grade engineering to address critical gaps in domestic production of advanced medical technologies.

HSCC, a Mini Ratna Category-I company under the Ministry of Health and Family Welfare, has extensive experience in hospital planning, construction, equipment procurement, and turnkey healthcare projects across India and abroad. BEL, a Navratna PSU under the Ministry of Defence, is renowned for its expertise in radar systems, electronic warfare, communication technologies, and precision manufacturing capabilities that translate directly to high-reliability medical electronics.

The MoU outlines collaboration in several strategic areas: design and development of next-generation diagnostic imaging systems (such as portable X-ray and ultrasound units), advanced patient monitoring devices, ventilators and respiratory support equipment, components for surgical robotics, telemedicine platforms, and modular hospital infrastructure solutions. The partnership will emphasise affordability, compliance with Indian and international regulatory standards (CDSCO, US FDA, CE), and suitability for India’s diverse healthcare settings from urban tertiary hospitals to rural primary care centres.

Both organisations will pool resources for R&D, prototype development, clinical validation, and manufacturing scale-up. BEL’s established supply chain and quality systems will complement HSCC’s deep understanding of healthcare delivery needs and government procurement processes. The collaboration is expected to generate significant employment opportunities, foster technology transfer, and contribute to India’s goal of reducing dependence on imported medical devices (currently 70–80% by value for high-end equipment).

CMD of HSCC highlighted the strategic importance: “This partnership is a step toward building a robust, self-reliant ecosystem for medical devices in India. By combining HSCC’s healthcare domain knowledge with BEL’s engineering prowess, we can deliver world-class solutions that are Made in India and Made for India.”

CMD of BEL added: “Our experience in mission-critical electronics positions us well to support India’s healthcare sector. This MoU enables us to apply our precision manufacturing capabilities to create affordable, reliable medical technologies that strengthen the nation’s public health infrastructure.”

The initiative aligns with national priorities under Atmanirbhar Bharat, the Production Linked Incentive (PLI) scheme for medical devices, and the vision of making India a global manufacturing hub for affordable, high-quality healthcare solutions. Early joint projects are expected to commence in 2026, with initial prototypes and pilot deployments targeted for 2027.
