The Uttar Pradesh government has established the State Health Systems Resource Center (SHSRC-UP) at Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) in Lucknow. This new center, developed in collaboration with the State Transformation Commission (STC), will serve as a state-level technical hub to improve healthcare governance, accelerate digitization of hospital records, expand online healthcare systems, and ensure quality, cost-effective care across medical colleges and district hospitals.

Announced recently in early April 2026, the SHSRC-UP will function as an extension of the National Health Systems Resource Centre (NHSRC) under the Ministry of Health and Family Welfare. Led by Dr. Rajesh Harsvardhan as Project Head, the initiative aligns with the stateβs Viksit Uttar Pradesh 2047 vision and focuses on better service delivery, policy integration, and digital transformation in public healthcare facilities.
In a significant step toward modernizing healthcare infrastructure, the Uttar Pradesh government has launched the State Health Systems Resource Center (SHSRC-UP) at the Department of Hospital Administration, Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) in Lucknow. The center aims to provide technical expertise and institutional support to enhance service delivery, governance, and overall efficiency of the stateβs health systems.
The SHSRC-UP will operate as a state-level counterpart to the National Health Systems Resource Centre (NHSRC), Indiaβs premier technical think tank for health systems. It will work closely with the State Transformation Commission (STC) to bridge policy planning and on-ground implementation across various levels of healthcare. Key priorities include speeding up the digitization of hospital records, expanding online healthcare services, improving the availability of quality medicines, and promoting cost effective delivery models, particularly in medical colleges and district hospitals.
The initiative follows the approval of a detailed proposal prepared by Dr. Rajesh Harsvardhan, Professor of Hospital Administration at SGPGIMS and Project Head of the new center. A steering committee comprising domain experts from across the country has also been formed, with SGPGIMS Director Dr. R.K. Dhiman serving as its chairman. An official inauguration by Manoj Kumar Singh, CEO of the State Transformation Commission, is expected in the coming weeks.
This development is aligned with the long term goal of building equitable and efficient healthcare systems under the Viksit Uttar Pradesh 2047 vision. By strengthening digital infrastructure and governance mechanisms, the center is expected to play a vital role in transforming Uttar Pradesh into a model state for healthcare excellence.
