Gujarat Plans ₹13,000 Crore International Medicity Inspired by Dubai Healthcare City Near Kalol

The Government of Gujarat has announced a massive ₹13,000 crore International Medicity project near Kalol, explicitly modelled on Dubai Healthcare City. The integrated healthcare, education, research, and wellness hub will span 500–600 acres and aim to attract world-class hospitals, medical universities, biotech firms, and diagnostic chains, positioning Gujarat as a leading destination for high-end medical care and tourism in South Asia.

Revealed on January 24, 2026, the Medicity will be developed as a public-private partnership with the state providing land and trunk infrastructure while inviting global and domestic players to invest in hospitals, academic institutions, R&D parks, and wellness facilities. Phase 1 development is targeted for completion within 5–7 years, with the long-term goal of creating a self sustaining ecosystem that generates thousands of jobs, boosts medical value travel, and strengthens Gujarat’s life sciences sector.

The Gujarat government has formally proposed the development of an International Medicity near Kalol, a transformative ₹13,000 crore initiative explicitly inspired by the Dubai Healthcare City model. Chief Minister Bhupendra Patel announced the project during a high-level industry engagement session on January 24, 2026, describing it as a flagship effort to establish Gujarat as a global centre for advanced healthcare delivery, medical education, research, innovation, and wellness tourism.

The proposed site lies in the Ahmedabad-Gandhinagar-Kalol corridor, benefiting from excellent connectivity via the upcoming Ahmedabad-Dholera Expressway, the Western Dedicated Freight Corridor, and proximity to both Ahmedabad and Vadodara airports. The master plan envisions a fully integrated ecosystem that includes:

  • Super specialty and quaternary-care hospitals focusing on oncology, cardiac sciences, neurosciences, organ transplantation, and rare diseases
  • Medical, nursing, and allied health universities with international tie-ups
  • Biotechnology, pharmaceutical, and medical device R&D parks
  • Advanced diagnostic clusters and imaging centres
  • Rehabilitation, long-term care, and wellness tourism facilities
  • Convention and training centres for medical conferences and skill development

The project will follow a public private partnership (PPP) model. The state government will provide land at nominal or concessional rates, develop core infrastructure (roads, power, water, sewage, high speed broadband), and offer a package of fiscal incentives including stamp duty exemptions, SGST reimbursements, electricity duty waivers, and capital investment subsidies. Private developers, global hospital chains, academic institutions, and life sciences companies will be invited to invest in and operate individual components under long term concession agreements.

Officials stressed that the Medicity will complement—not compete with existing public hospitals by attracting high end domestic and international patients, generating employment (estimated 50,000–75,000 direct and indirect jobs), fostering medical education and research, and creating significant export revenue from medical tourism and services. The project also supports national goals under Make in India and aligns with Gujarat’s strong pharmaceutical and medical device manufacturing base.

A detailed master plan, feasibility study, environmental impact assessment, and investment promotion strategy are expected to be finalised within the next 12 months, with Phase 1 groundbreaking likely targeted for 2027–2028. The government has already initiated preliminary discussions with leading global and Indian hospital chains, universities, and investors to secure anchor tenants.

This ambitious proposal reflects Gujarat’s strategic shift toward knowledge-based industries and positions the state to capture a meaningful share of the rapidly growing global medical tourism and life sciences market.
