From Card to Care! Jharkhand’s Digital-Health Cards + Fixed ICU Rates Aim to Clean-Up Hospital Billing

Jharkhand has announced that all beneficiaries under its public-health insurance scheme will receive digital health cards, and the state will also set standardised rates for ICU, NICU and CCU admissions in private hospitals  moves aimed at reducing billing arbitrariness, speeding up care, and ensuring affordable, transparent health access for low-income families.

Under the expanded scheme (Ayushman‑Abua Swasthya Suraksha Yojana), Jharkhand is raising the health-cover limit to ₹15 lakh and rolling out digital cards to beneficiaries. The digital-card system is intended to streamline patient verification, reduce paperwork, and ensure smooth treatment continuity across public and empanelled private hospitals. Simultaneously, the state is preparing to fix ICU, NICU and CCU charges curbing arbitrary high bills in private hospitals and bringing predictability for patients.

In a recent orientation programme under the Ayushman-Abua health scheme and the Ayushman Bharat Digital Mission, state Health Minister Irfan Ansari announced that all eligible beneficiaries would now receive digital health cards. These cards are designed to simplify patient verification at hospitals  eliminating paperwork delays, enabling faster admission, and ensuring seamless treatment across government or empanelled private hospitals. 

At the same time, the Jharkhand government is moving to standardise charges for critical-care services. Rates for ICU, NICU, and CCU admissions in private hospitals will be fixed by the government, replacing the previous system where hospitals had discretion over pricing. The move is aimed at preventing arbitrary or inflated billing  a longstanding concern for families using state-funded insurance  and bringing much-needed financial predictability for those requiring intensive care. 

The changes come along with a hike in the insurance cover  beneficiaries under Ayushman-Abua will now enjoy coverage up to ₹15 lakh, combining central and state-level support. This higher ceiling aims to provide broader protection, especially for high-cost treatments that involve critical care, surgeries, or long hospital stays. 

Officials also warned private hospitals: any facility found withholding a deceased patient’s body over unpaid bills will face immediate sealing  a stricter enforcement move meant to uphold humane treatment and prevent exploitation. Furthermore, CT-scan and MRI services are slated to roll out in all district and referral hospitals, widening the availability of advanced diagnostics across Jharkhand
