Uttar Pradesh Fast-Tracks Lalitpur Pharma Park & Expands Medical Device Zones

Uttar Pradesh is accelerating development of the Lalitpur Pharma Park and expanding dedicated medical device formulation parks to strengthen its position as a leading pharma and medtech hub. Backed by state incentives, land allocation, and infrastructure upgrades, the initiatives aim to attract major investments, create thousands of jobs, and boost local manufacturing of APIs, formulations, and medical devices.

The Uttar Pradesh government is expediting the Lalitpur Pharma Park project while scaling up medical device parks across key districts. The Lalitpur facility will focus on bulk drugs, APIs, and formulations, supported by plug-and-play infrastructure and single-window clearances. Parallel expansion of medical device clusters emphasizes high-value products like diagnostics, implants, and surgical instruments. Together, these efforts are expected to generate significant employment, reduce import dependence, and position UP as a major player in India’s pharmaceutical and medtech ecosystem.

Uttar Pradesh is doubling down on its ambition to become one of India’s top pharmaceutical and medical device manufacturing destinations. The state government has announced accelerated timelines for the Lalitpur Pharma Park and simultaneous expansion of dedicated medical device formulation parks in strategic locations.

The Lalitpur Pharma Park, located in the Bundelkhand region, is being fast-tracked with enhanced land allocation, power and water connectivity, effluent treatment plants, and common testing facilities. Designed as a greenfield industrial cluster, it will primarily support active pharmaceutical ingredients (APIs), bulk drugs, and finished formulations. The project benefits from UP’s investor-friendly policies, including capital subsidies, stamp duty exemptions, and single-window clearance through the UP Industrial Investment & Employment Promotion Policy.

In parallel, the state is expanding its medical device manufacturing ecosystem. New and upgraded parks will focus on high-growth segments such as diagnostic equipment, surgical instruments, implants, disposables, and wearable health tech. These clusters aim to attract both domestic and international players by offering ready infrastructure, R&D support, and access to skilled talent from nearby institutions.

The combined push aligns with India’s broader ‘Make in India’ and ‘Atmanirbhar Bharat’ goals in healthcare manufacturing. Uttar Pradesh already hosts several successful pharma zones and has seen rising investments in recent years. By strengthening both pharma and medtech capabilities, the state seeks to reduce reliance on imports, create tens of thousands of direct and indirect jobs, and contribute to national supply chain resilience for essential medicines and devices.

Officials expect the accelerated development to attract major anchor tenants and trigger downstream investments in logistics, packaging, and ancillary industries.
